Al-Hasakah governorate in northeastern Syria is witnessing an acceleration in steps to implement the January agreement signed between the Syrian government and the Syrian Democratic Forces (SDF). The agreement stipulates integrating institutions affiliated with the Autonomous Administration into the structures of central ministries in Damascus, as part of efforts to reunify public administration and bring vital sectors back under state institutions.
In recent days, a series of decisions and measures have been issued to activate the agreement’s provisions. These have covered the oil, health, education, electricity and water, grain sectors, as well as retirees’ salaries and the university’s academic process.
Government delegation to Rmeilan oil fields
In one of the most notable moves, a government delegation arrived in al-Hasakah on Monday, March 2, and headed to the Rmeilan oil fields, accompanied by Abbas al-Hussein, director of political affairs in the governorate, and technical and engineering teams from the Syrian Oil Company.
According to the al-Hasakah Media Directorate, the visit aims to assess the technical condition of the fields and evaluate their readiness in preparation for integrating their administrative and technical structures into the Ministry of Energy, in implementation of the agreement between Damascus and the SDF.
The Rmeilan fields are among the most prominent oil fields in northeastern Syria and represent a key economic resource. Their status makes the oil file one of the most sensitive aspects of the integration process, given its direct link to energy revenues and production infrastructure.
Health sector: reinstatements and medical supplies
In the health sector, al-Hasakah Health Directorate issued a circular calling on employees previously dismissed for “revolutionary” reasons to report in person according to a specified schedule, adhering to alphabetical order and bringing required documents. The step reflects the beginning of reorganizing staff within the official structure of the Ministry of Health.
This coincided with the directorate receiving a new shipment of medicines from the Ministry of Health, including large and diverse quantities of essential supplies aimed at supporting the sector and strengthening medical readiness.
The shipment included 16 tons of medical serums to support emergency departments and treat dehydration cases, 3,650 dialysis sessions to ensure continued treatment for patients with chronic kidney failure, and 12,000 doses of mixed insulin to meet the needs of diabetes patients.
It also included tuberculosis medication, treatments for brucellosis, medicines for kidney transplant patients, and rabies vaccines for prevention and treatment of suspected bite cases.
These steps come alongside the activation of administrative coordination between al-Hasakah Health Directorate and the Ministry of Health in Damascus, within the broader path of integrating health institutions and unifying administrative and financial references.
Education: new assignment for directorate management
In the education sector, Minister of Education Mohammad Turko on Sunday assigned Adnan Mohammad al-Bari to manage the al-Hasakah Education Directorate. The move is seen as part of restructuring the educational administration and linking it directly to the ministry.
The assignment comes as the ministry works to reorganize teaching staff and regulate administrative processes, amid ongoing challenges related to curricula and school infrastructure, particularly in light of the administrative changes underway in the governorate.
Integration committees for electricity and water
In the services sector, al-Hasakah Governor Nour al-Din Ahmad held a series of expanded meetings to activate the integration agreement in the electricity and water sectors.
The meetings addressed the steps needed to form specialized integration committees that will operate under the structure of the Ministry of Energy, ensuring unified technical and financial management of networks and facilities.
The governor affirmed his full commitment to supporting the integration process, noting that forming these committees would be an important step toward improving infrastructure conditions and raising the level of services provided to residents after years of separate administration.
He later issued decisions to form separate committees for integrating the electricity and water sectors, within a timetable expected to define mechanisms for transferring powers, staff, and financial files.
Grain sector and retirees’ salaries
In a related context, the governor chaired an expanded meeting to activate the integration of the Syrian Grain Establishment, aiming to reorganize receipt, storage, and distribution operations in accordance with the central institution’s regulations.
He also directed the activation of a mechanism to disburse retirees’ salaries from within al-Hasakah, in a step aimed at facilitating administrative and financial procedures and ensuring regular payments without the need to travel to other governorates.
The salary file is considered one of the most socially sensitive issues, given its connection to a broad segment of former employees and retirees affected during years of administrative division.
Al-Furat University prepares to resume exams
At the higher education level, the al-Hasakah governor met with the head of the al-Furat University branch in the governorate, Dr. Qahtan Saleh al-Falah, to discuss the status of faculties and institutes affiliated with the branch.
During the meeting, al-Falah presented an overview of the educational and administrative process, noting that preparations are underway to resume first semester examinations for the 2025–2026 academic year once appropriate conditions are in place.
The governor expressed readiness to coordinate with the university presidency to provide necessary facilities and overcome obstacles to ensure the continuity of the academic process.
Gradual path toward administrative reunification
Taken together, these measures reflect the transition of the January agreement from a political framework to an executive level, through the formation of technical committees, issuance of administrative decisions, and reactivation of state institutions in key sectors.
Despite the rapid pace, the actual mechanisms of integration, especially in sovereign sectors such as oil and energy, remain under close observation, amid the need to address staff files, contracts, financial systems, and ensure uninterrupted services.
Al-Hasakah now appears to be entering a phase of comprehensive administrative restructuring that could reshape relations between the center and the periphery and establish a new institutional reality based on unified references within the framework of the Syrian state.
